Manual Tilang (Traffic Ticketing) & Electronic Ticketing (ETLE) Mechanisms
The difference between on-the-spot manual tilang enforcement and static/mobile ETLE enforcement of traffic violations.
Traffic law enforcement (GAKKUM) combines ETLE (Electronic Traffic Law Enforcement) camera technology with manual tilang (the Indonesian traffic ticket / citation) enforcement carried out by police officers.

Frequently Asked Questions (FAQ)
What is the main difference between a manual tilang and ETLE?
A manual tilang is issued directly by an officer in the field at the moment the violation occurs. ETLE records evidence of a violation automatically through visual sensor cameras, and a confirmation letter is sent to the address of the vehicle owner.
Is the manual tilang still in force?
Yes. Officers still apply the manual tilang for potentially high-risk violations such as illegal street racing, knalpot brong (excessively loud aftermarket exhausts), or riding without a number plate.
Where does the money paid for a tilang fine go?
Tilang fine payments are deposited directly into the Kas Negara (State Treasury) through the Kejaksaan Republik Indonesia (Attorney General's Office of the Republic of Indonesia).
